Governance & accountability

How this organization is run, and who answers for it.

A nonprofit asking for money and access to families owes the public a clear account of how it governs itself. This page is that account.

The entity

What CBA Orlando legally is.

Comunidade Brasileira da IASD, Inc. is a Florida not-for-profit corporation, doing business as CBA Orlando. It has been continuously registered with the Florida Division of Corporations since 2006 (document N06000006962) and was recognized by the IRS as a tax-exempt organization under section 501(c)(3) in 2018. For federal tax purposes it is classified as a church. It is an independent organization — not owned or controlled by any denomination, conference, or parent body — and all ministry assets, including domains, materials, and program content, are held in the name of the corporation rather than any individual.

Leadership

Who is responsible.

  • Pr. Rui EstefaniSenior Pastor
  • Pr. Cesar GuandalineHelping Pastor
  • Daniel JorgeAdministrator & President

Being straight about our size: this organization currently has one officer of record — Daniel Jorge, President — who is legally accountable for its finances, compliance, and operations. Pastoral leaders direct the spiritual work of the ministries and are not officers of the corporation. Building out a formal board of directors with independent members is our next governance step, and we would rather tell you it is unfinished than let a list of titles suggest otherwise.

Our standards

The standards we hold ourselves to — and where we still have work to do.

Child and youth protection

This is the standard we are formally adopting before any expansion of programming for minors: no volunteer serves with children or teens until they have completed a background check and signed our child-protection policy; two unrelated adults present at all times; no one-on-one unsupervised contact and no private messaging with a minor; and immediate reporting of any suspected abuse to civil authorities, with no internal exception and no discretion. We are putting the written policy and the screening process in place now — it is not yet complete, and we will not claim otherwise. Until it is, minors' activities run only with a parent or guardian present.

Conflict of interest

With one officer, the honest risk is concentration: the same person can propose, approve, and execute a decision. We manage it by rule rather than by trust — any transaction involving a leader, a relative, or a company a leader is connected to is disclosed, is reviewed by someone with no stake in the outcome before it happens, and is documented. Adding independent directors is the structural fix, and it is the reason it is our next step.

Separation of funds

Organizational funds are held in bank accounts belonging to Comunidade Brasileira da IASD, Inc. and are never commingled with the personal accounts of any leader or volunteer, or with the accounts of any separate business a leader is involved in. The corporation's money, records, and assets are kept distinct from every other entity, without exception.

Restricted gifts

A gift designated for a purpose we operate is used for that purpose. If we cannot honor a designation, we contact the donor and offer a refund or a redirect — we do not silently reallocate it.

Donor privacy

We do not sell, rent, trade, or publish donor information. Donors are not named publicly without written permission.

Dignity in fundraising

We do not photograph or record identifiable people receiving assistance for use in fundraising or promotional material, and we do not describe individual cases in a way that could identify a family.

Nondiscrimination in service

Assistance is provided without regard to religion, national origin, immigration status, race, sex, disability, or whether the person participates in anything we run.

Volunteer leadership

This is a volunteer-driven organization: the people who build and run these ministries do it without pay. Where any role is compensated, it is approved in advance, documented, and set at a reasonable amount for the work — never determined by the person receiving it.

Records and requests

What you can ask us for.

What exists today is public and verifiable: our Florida registration (document N06000006962, active since 2006) at sunbiz.org, and our federal tax-exempt status under EIN 20-5148631, which anyone can confirm through the IRS Tax Exempt Organization Search. Because the IRS classifies this organization as a church, it is not required to file an annual Form 990 — so there is no public 990 to request, and we would rather say that than let you hunt for a document that does not exist. Our written bylaws and formal policy documents are being drafted and adopted now; when they are signed, they will be available to anyone who asks. Ask us for anything on this page and you will get a straight answer about whether it exists yet.

How to raise a concern.

If you have a concern about the conduct of anyone serving with this organization, contact administrative leadership directly at info@cbaorlando.org. Concerns involving the safety of a minor should be reported immediately to civil authorities first — in Florida, the abuse hotline is 1-800-962-2873 — and to us in parallel. We do not retaliate against anyone who raises a concern in good faith.
